A little over three years ago Jessa suggested Frank interview me for a production position with 901D. That interview was the first time we spoke, and fortunately we had common ideas, so Frank hired me. I will be forever grateful for his belief in me, and for making my small ideas feel so big.
I will miss Frank's intense drive, I will miss his demanding ways, I will miss the morning updates, and of course, "chop, chop". However, more than anything I appreciate Frank for that tremendous drive and reminding me what it can do for you.
Thank you Jessa for planting the seed. I wish I could work for Frank for many more years but am grateful for the incredible three years I had with him.
Rest in peace.

My deepest sympathy to Franks family at this difficult time. I worked with 901d and Frank for the last 16 years as a supplier. He could be tough and direct when he needed to be, but I always appreciated that because you knew where you stood and what he expected. And when you came through and executed he was exceptionally loyal. I was always amazed how he could know even the small details on every project. I really admired how smart and driven he was.

My deepest condolences to Frank's family. I worked with Frank for 10 years, my first career job out of college. I will always remember Frank for being a great leader and inspiring me to develop into a leader. In my first few years, I recall many times where Frank would take the time listening to my opinion or teaching me something to help me improve. He was always approachable and he gave me the confidence to share my thoughts regardless of the setting. Most importantly, he backed all of his employees in difficult situations and stepped in to help however he could. My relationship with Frank was primarily a business friendship, but I know these qualities were ones he shared with everyone in his life. He will be greatly missed by many, but never forgotten.

My condolences to his family. I knew of Frank on a professional level for almost 20 years. From his actions over a long period of time, I know he was dedicated to his family, Our Lord, country and work. He took pride in providing products to the US Navy. He treated others the way he wanted to be treated. He was dedicated to provide the sailor a product he would have his children use if called. In the early 2000s, Serge would promise and Frank delivered. A few years later, I knew with one phone call to Frank the issue would be getting the best response possible. We joked that he cannot break the laws of physics otherwise he would make it happen. Frank always treated me with a high level of respect even when I was of no consequence. He could laugh in the face of adversity. I don’t know if he left work at the office, but I know Frank had love, strength and joy from his family that was with him always. As he and I grew older and had more responsibly at work, we always agreed that family was first. Being a good father is the most important job. If you were making a team, you want Frank on it. Humility, trust worthy, kind, slow to anger, capable, and dedication are characteristic some strive for, but from my observation Frank always was.

I am deeply saddened by the news of Frank's passing. I am honored to have worked with Frank for the past 10 plus years. I got to know him more as we bounce ideas and lessons learn from each other. He is always positive and understand what the end users need. Frank personality and professionalism is very hard to find these days. He is a hard worker and truly dedicated individual who love his job a lot. Definitely a good mentor and role model to have. I came to know Francois mainly sitting along the sidelines of countless CYO basketball games. It always amused me to see him show up at various church basements or rec centers, leather jacket and motorcycle helmet in hand, bringing a splash of style to the venue. He always had an easy smile. I got to see him in action being a great dad to Lorenzo and Paloma — I know he continues to cheer them on ❤️

The nicest person you could have as a friend, positive, good humored, a hearty laugh, smart as can be, very trustworthy, a positive thinker and fighter in front of adversity. We met over 20 years ago when he was in San Diego serving as liaison between the US and French Government on a complex joint military program. Having completed his mission there for the French Government, Frank joined me to launch 901D, what a Teammate. We had together close to 20 years of hard labor, great experiences, many laughs.
It started early on in Paris where we went together to Euronaval, the European Navy show. There, we introduced ourselves to Northrop Grumman executives. In French trade shows you can drink wine at the show. Frank, as a connoisseur of wine, introduced Northrop Grumman executives to French wine tasting. Frank knows wine and Frank can hold his own drinking wine. A couple hours of wine tasting and the inebriated NG executives (and ourselves) decided that 901D was the greatest company on earth and 901D, all six people strong at the time, got invited to bid on the LHD8 contract. The rest is history. 901D won that large contract and we sampled more wine here to celebrate
Frank has a love for old cars. Many know about his red beaten up Cadillac convertible. When moving from San Diego and arriving in Monsey Frank was driving his Cadillac back home at night. Still not that familiar with the area, Frank decided to enter a one way street the wrong way and to “attack” a police car coming out of that street. I was following Frank in my car, started flickering my headlights to warn him, to no effect, Frank was determined to have that obstructionist car out of his way. Finally the police car turned its red, blue, white tricolor lights on, all traffic stopped, the policeman came out. A confused Frank, arguing with the policeman, confused the helping policeman so much that the policeman never asked him for papers and reoriented Frank to the right path. Afterwards Frank gave more background on the situation, aside from his “attack” on the police car, his Cadillac had a long time ago expired California registration, a long time ago expired inspection and a vintage insurance policy. Making the best out of bad situation, sometimes magically, that is Frank ethos.
That Cadillac, today, is still parked in the back of the 901D and led to another funny situation. One day Frank decided to pay a visit to his Cadillac and, as he tried to open the door he found a snake den and all kinds of dead wildlife inside the car. A happy personality with a good sense of humor Frank came back to the building muttering “F..k (by that time Frank had become very fluent in English)
I knew I had signed for a start up, I did not know that start up was full of wild animals!”.
I reminisced with Frank many good souvenirs just a few weeks ago, he was still the happy go getter I have known for over 20 years. A gentler, kinder, trust worthier person you cannot find anywhere else. I miss you Frank.

I first met Frank in 2016 when we invested in 901D. Frank stepped up to be CEO of the company at that time and he did a stellar job. I’ve kept in touch with him since we sold our investment in 2019. He always remained positive and hopeful through thick and thin. I had looked forward to a long-lasting friendship that was tragically cut short. Frank will be sorely missed. Our condolences to Frank’s family.

I met Francois about 30 years ago in Paris, and I immediately knew he was one of the friends I would be with my entire life. We had both traveled throughout the world and continued to be incredibly strong friends. The distance didn't matter, we have and will always be close, no matter what. We both enjoyed life no matter how difficult it was for both of us and no matter what happened. Recently, Francois has gone to a better place like my wife Cynthia, I am sure that we will meet again just like you had never left. I’m sure you are waiting for me with a glass of rose.

I had the honor of working with Frank for over 15-1/2 years. He was like a brother to me. Every Morning at around 8:am he would call me on his way to work. I think that was one of the things I missed most when I retried 4 years ago. We were both too busy to meet so we would review and update each other on things happening.
We have been in contact over the last 4 years and I did some side work for him. I will miss him deeply

We had only been doing work for 901D a few months and my Foreman had to go in the hospital for an operation. When I went to visit him, Frank was there to see how he was doing. I knew at that moment that Frank was a very special person. He will be missed.

A fond memory....
Several years ago, Frank and I made a trip to visit customers in upstate NY.
We decided to meet at a commuter parking lot near my house in CT since it was on the way for Frank.
It was only a 10-minute drive for me but a 90 minute drive for Frank.
I arrived at the parking lot around 6:15 AM and it was a sunny but very cold morning.
While waiting for Frank, I was reading emails on my phone.
A motorcycle pulled into the parking lot and I did not pay much attention until the rider started
slowly approaching my car.
Dressed in black leather and full helmet, the rider came up to my side window and banged on the glass.
I was reluctant to open the window, so I cracked it a few inches.
As the helmet came off and I heard the words, “I’m freezing” come out in a French accent, I realized it
was Frank.
Frank got in the car and we had a good laugh about his decision to take a motorcycle on that cold day and my
hesitation to open the window.
It took about two hours for Frank to warm up that morning.
In any case, we had a great trip that day although Frank had a case of helmet hair.
