Dear Mrs. Sinclair, My name is Crispin Gregoire, former Ambassador of Dominica to the UN (2002-2010). I send my heartfelt condolences to you and your family on the passing of Noel. I pray that the Lord give all of you the strength to bear his loss. I was part of the Cabinet of the the 68th Session of the General Assembly with responsibility for the World Conference on Indigenous Peoples and worked very closely with Noel. He was a consummate professional and accomplished diplomat, and I always valued his advice and wise counsel. May his soul rest in eternal peace.
